  • House energy panel lists EE&C bill among 17th Congress priorities in meeting with PE2, foreign chambers

HOUSE OF REPRESENTATIVES, Quezon City, 18 September 2018 – The Committee on Energy (COE) of the House of Representatives updated the Philippine Energy Efficiency Alliance (PE2) and the Joint Foreign Chambers (JFC) with a list of legislative priorities for the Third Regular Session of the 17th Congress. House COE Chairman Lord Allan Jay Q. Velasco reported during the special meeting with JFC and PE2 that the list of priority measures, as coordinated with Senate COE Chairman Sherwin T. Gatchalian, included the Energy Efficiency and Conservation (EE&C) Act of 2018.

House COE Chairman Velasco declared, “The Draft Substitute Bill [for EE&C] was approved by the Committee on August 13, 2018, and on August 28, 2018, the same was referred to the Committee on Ways and Means for the consideration of the Fiscal Incentives provision. The Committee [on Energy] expects that the Committee on Ways and Means will approve it by October 2018 to enable the Committee [on Energy] to file the committee report/substitute bill by November 2018. The Committee [on Energy] hopes the bill will be calendared for Preliminary Deliberations by November 2018 and approved on 3rd reading in December 2018.”

PE2 president Alexander Ablaza said during the meeting, “PE2 seeks the steady support of the Committee on Energy, as the EE&C bill fiscal incentives provision is deliberated upon and approved by the Committee on Ways and Means, and the entire EE&C bill is submitted for House Plenary deliberations, and ultimately for the Bi-cameral conference.”

During the meeting, House COE Vice Chairman Carlos Roman L. Uybarreta discussed the salient features of the TRABAHO (fka TRAIN 2) bill and how the rationalized fiscal incentives may affect energy project investments. Uybarreta asked PE2 and other EE&C market stakeholders to defend and justify the fiscal incentives proposed under the EE&C bill before the House Committee on Ways and Means, amid the rationalization objectives and scope of the TRABAHO bill.

Aside from the EE&C bill, the other legislative measures prioritized before the 17th Congress adjourns include the bills for the Electric Cooperatives Emergency and Resiliency Disaster Fund, Anti-Power Line Disturbance, Benefits to Host Communities, ERC Measures, Malampaya Fund (amending P.D. 910), and the Energy Virtual One-Stop Shop.

DOE director Patrick Aquino, AmCham’s Edith Louise “Loit” Batac, ECCP/EPBN advocacy manager Kareen Fe Pioquinto-Enriquez, Dutch Embassy senior commercial officer Kevin Punzalan, PE2’s Ablaza and the National Electrification Administration reported on respective updates and positions on the legislative priorities.
