    PE2 and SEAS agree to convene Asia-Pacific ESCO associations during ACEF 2018

SINGAPORE AND MAKATI CITY, 13 April 2018 — The Philippine Energy Efficiency Alliance (PE2) and the Sustainable Energy Association of Singapore (SEAS) agreed to invite heads of ESCO associations across the Asia-Pacific region for a meeting during the Asia Clean Energy Forum 2018 (ACEF 2018), which is scheduled for 4-8 June 2018 at the Asian Development Bank (ADB) headquarters in Mandaluyong City.

During the meeting between PE2 and SEAS in Singapore in January 2018, both organizations shared the view that a regional platform for energy service company (ESCO) markets should be established to facilitate knowledge exchange, capacity development, business matching, and if deemed feasible, development funding and capital flows between mature, developing and nascent ESCO markets in the Asia-Pacific region. PE2 and SEAS jointly issued invitations to counterpart ESCO associations in the region to discuss during a pre-forum meeting of ACEF 2018 the benefits and feasibility of creating such a regional platform, which may take the form of a registered non-profit organization. To test the interest of the other ESCO associations in the region, PE2 and SEAS agreed to invite the heads of the following associations to the meeting in ADB HQ in early June 2018:

  • Asosiasi Perusahaan Penunjang Konservasi Energi Indonesia (APKENINDO)
  • ESCO Committee of China Energy Conservation Association (EMCA)
  • Hong Kong Association of Energy Service Companies (HAESCO)
  • Japan Association of Energy Service Companies (JAESCO)
  • Korea Association of Energy Service Companies (KAESCO)
  • Malaysia Association of Energy Service Companies (MAESCO)
  • Philippine Energy Efficiency Alliance (PE2) – Co-convenor
  • Sustainable Energy Association of Singapore (SEAS) – Co-convenor
  • Taiwan Energy Service Association (TESA)

The ESCO industry of India has at least 141 empaneled (accredited) ESCOs but have not yet formed an industry association. Both organizations need to discuss if the India Bureau of Energy Efficiency (BEE), which empanels the ESCOs, should be invited as the de facto convenor of the ESCO industry in India.

As of today, JAESCO of Japan and TESA of Taiwan have already sent early expressions of interest and availability of their respective presidents to attend the meeting in Manila in early June 2018.

SEAS also proposed a follow-up meeting in Singapore during the Asia Clean Energy Week in November 2018 to formally establish the Asia-Pacific ESCO association or convention.

Relatedly, the ADB-based organizing committee of ACEF 2018 also agreed to host the Meeting of Asia-Pacific ESCO Associations being convened by PE2 and SEAS.
