TAGUIG CITY, 14 February 2019 – The Philippine Energy Efficiency Alliance (PE2) met earlier today Atty. Cesar G. Dela Fuente III, the newly appointed OIC Director of the Energy Utilization Management Bureau (EUMB) of the Department of Energy (DOE). Director Dela Fuente replaced Director Jesus T. Tamang, who was transferred to the Energy Resource Development Bureau late last week. Atty. Dela Fuente also continues to hold his Director III position in the DOE Office of the Secretary (OSEC), and prior to his DOE stint, gained a track record of public service through his posts at the Department of Trade and Industry, the Bureau of Customs, and as advisor to members of the House of Representatives.

The EUMB houses the Energy Efficiency and Conservation Division (EECD) and has taken the lead in all energy efficiency policy development and programs of the Government.

PE2 president Alexander Ablaza and PE2 vice president for external affairs Ruth Yu-Owen briefed the new EUMB official on the background, composition, objectives and short-term activities of the Alliance. Ablaza said, “PE2 stands ready to partner with EUMB in helping the country achieve its energy intensity reduction targets through scaled-up energy efficiency investments, ESCO contracting, information programs and related market development activities.”

The Alliance also makes itself available to gather civil society and private sector views on proposed energy efficiency legislation, policies, guidelines, standards and rules, as well as help DOE unlock private sector capital flow to public sector energy efficiency projects by removing the policy, budgeting, programming, procurement and contracting barriers in the way of engaging energy service companies (ESCOs) for government-owned facilities.

PE2 likewise updated the EUMB Director on the status of the PE2-led pilot energy monitoring system project proposed for NAIA Terminal 2 under the broader Government Energy Management Program (GEMP).

Ablaza took the opportunity to invite Secretary Alfonso G. Cusi and Director Dela Fuente to keynote and present during the PE2-supported RE EE Philippines 2019, scheduled for 21 March 2019.

Director Dela Fuente welcomed the updates and the offer of support of PE2, as a non-profit civil society organization to partner with Government, especially through the DOE EUMB, for a closer collaboration in the common pursuit of the 2040 targets of the DOE-approved 2017-2040 Energy Efficiency & Conservation Roadmap.

Also in attendance were EECD supervising science research specialist and section chief Antonio M. Nabong and PE2 membership services and communications manager Luigi Andrei G. Eusebio.
