Rep. Estrellita B. SuansingMAKATI CITY, 18 October 2018 – The Philippine Energy Efficiency Alliance (PE2) issued today a formal request to Rep. Estrellita B. Suansing, in her capacity as Chairman of the Committee on Ways and Means (CWM), for an earlier scheduling of the next deliberation on fiscal incentives provision of the pending Energy Efficiency and Conservation (EE&C) bill. Rep. Suansing replaced Rep. Dakila Carlo Cua as CWM Chairman last month.

In this official appeal, PE2 president Alexander Ablaza thanked the CWM for its continued support of the EE&C Bill, the Senate version of which had been approved on third and final reading on 5 February 2018.

The Alliance explained that, following the previous approvals by the House Committees on Energy and Appropriations of the said measure, an approval of Section 20 (Fiscal Incentives) of the subject bill by the CWM may likely be the remaining requisite step before it is submitted for readings and approval by the House plenary with the corresponding Committee Report. Ablaza said, “The bill is now more realistically targeted for passage by the 17th Congress after a long history of refiling and continued refinement since the term of the 8th Congress.”

Given the limited session days remaining in the calendar of the 17th Congress, PE2 requested the CWM to schedule the EE&C bill for deliberation with urgency. Ablaza proposed that the next deliberation be held either once sessions resume in the week of 12 November 2018, or even as early as 6 or 7 November 2018, while the Third Regular Session of the 17th Congress would be in the final week of a month-long recess.

In a related effort, Ablaza is scheduled to meet officials of the Department of Finance on Monday, 22 October 2018, to explore opportunities of working toward a common position on the fiscal incentives for EE&C projects amid the Comprehensive Tax Reform Program Package 2 legislative process for the TRABAHO bill.
