MAKATI CITY, January 31, 2018 – The Philippine Energy Efficiency Alliance (PE2) led the energy efficiency (EE) discussions earlier today in a high-level dialogue to conclude the National Policy Review on Energy (NPRE) of the Climate Change Commission (CCC), which convened senior representatives of the Senate Committee on Energy (COE), the Department of Energy (DOE), the Department of Environment and Natural Resources (DENR), the National Economic Development Authority (NEDA) and other energy sector stakeholders.

Following the presentation of the NPRE outputs by CCC policy advisor Pete Maniego, PE2 president Alexander Ablaza, Preferred Energy director Alberto Dalusung and Meralco vice president Lawrence Fernandez shared their reactions on the NPRE framework.

Senate COE chairman Sherwin Gatchalian, CCC vice chairman Emmanuel De Guzman, DOE director Patrick Aquino, NEDA director Roderick Planta and the DENR Environmental Management Bureau took turns in manifesting the positions of their respective organizations.

PE2’s Ablaza emphasized the need for the country to “dispatch” EE as the “first fuel” of the economy. Energy efficiency should be mainstreamed as the cheapest, fastest and most untapped indigenous resource in the Philippine energy mix by scaling-up capital flows from climate funds and private sector investors to EE projects through aggressive policy measures and fiscal incentive packages. This would increase the country’s chances of not only meeting the 2040 targets of DOE’s 2017-2040 Energy Efficiency & Conservation Roadmap, but also deliver a significant portion of the country’s nationally determined contribution to the 2030 greenhouse gas emission reductions eyed under the Paris climate agreement.
