House approves EE&C bill on 2nd reading after PE2 seeks swift action by Rules Committee

HOUSE OF REPRESENTATIVES, QUEZON CITY – 27 November 2018. The House of Representatives approved on 2nd reading House Bill no. 8629, An Act Institutionalizing an Energy Efficiency and Conservation (EE&C) Program, during a plenary session held earlier today. House Bill no. 8629 was sponsored on the floor by the Chairman of the House Committee on Energy (COE), Rep. Lord Allan Jay Q. Velasco during the plenary session on 27 November 2018 presided by Deputy Speaker Munir M. Arbison.

This legislative milestone comes after Philippine Energy Efficiency Alliance (PE2) president Alexander Ablaza sought yesterday the assistance of Rep. Michael L. Romero (1-PACMAN party list) in ensuring that the EE&C bill is calendared for 2nd reading by the Committee on Rules. Rep. Romero wrote Ablaza in June 2018, confirming his support for the EE&C bill, especially as it is brought to the House plenary for 2nd and 3rd reading.

On 21 November 2018, the Committees on Energy, Appropriations and Ways and Means jointly submitted Committee Report no. 939, which transmits HB 8629 to the floor. The committee report was signed by Reps. Maria Carmen S. Zamora, Lord Allan Jay Q. Velasco and Estrellita B. Suansing, on behalf of the Committees on Appropriations, Energy and Ways & Means, respectively, and co-sponsored by COE Vice Chairman, Rep. Carlos Roman L. Uybarreta.

PE2 expects one more plenary approval on 3rd reading before a Bicameral Conference Committee is constituted from members of each House of Congress to settle, reconcile or thresh out differences or disagreements on any provision of the bill. Ablaza believes that Section 20 of the EE&C bill, which carries the fiscal incentives provisions approved by the Committees on Energy and Ways & Means on 13 August 2018 and 12 November 2018, respectively, will be the most significant update ever since Senate Bill no. 1531 was approved on 3rd and final reading in the Philippine Senate on 5 February 2018. PE2 pushed for new language of the fiscal incentive provision in anticipation of the proposed repeal of the incentives provisions of Executive Order no. 226, otherwise known as the Omnibus Investment Code of 1987.

Consolidating and substituting EE&C-related House Bill nos. 182, 812, 970, 1220, 1527, 2388, 2540, 3040, 5406 and 6642, the newly numbered HB 8629 is now co-authored by Reps.
