PE2 seeks full enforcement of RA 11285 in first 12 months of PBBM administration
The following is the released statement of the Philippine Energy Efficiency Alliance (PE2), containing its collective reaction to the President’s State of the Nation Address (SONA), which was delivered on 25 July 2022:
The Philippine Energy Efficiency Alliance (PE2) notes that the President in his SONA address seeks several reforms in the energy sector targeted toward increasing generation capacities, decarbonizing the supply-side of the power industry, while reducing energy prices. He even cites the 255 giga-watt on-shore and off-shore renewable energy development potential by 2030. His push for a closer linkage between the energy sector and the country's climate agreement compliance is a welcome policy statement.
What the energy efficiency industry was hoping to hear from his address however was the explicit scale-up of energy efficiency interventions as a cost-effective solution to support the energy security and decarbonization objectives of the Philippines.
The energy efficiency industry was expecting the President to commit the full enforcement of the Energy Efficiency and Conservation Act during the first year of his administration. And this could be achieved if the DOE maintains the policy momentum of its Energy Utilization Management Bureau in crafting the remainder of the pending circulars and guidelines under the said law.
