Senate panel taps PE2 head as resource person for EE&C bill bicam conference

SENATE OF THE PHILIPPINES, Pasay City, 9 January 2019 – The chairman of the Senate Panel of the Bicameral Conference Committee organized for the pending Energy Efficiency and Conservation (EE&C) bills officially invited Philippine Energy Efficiency Alliance (PE2) president Alexander Ablaza earlier today to participate as resource person during the forthcoming meeting of the said committee. 

In his letter of 8 January 2019, Senate Committee on Energy (COE) Chairman and Chairman of the Senate Panel of the Bicameral Conference Committee, Senator Sherwin T. Gatchalian, called on Ablaza to serve as a committee resource when it meets to reconcile the disagreeing provisions of Senate Bill No. 1531 and House Bill No. 8629 re: “An Act Institutionalizing Energy Efficiency and Conservation, Enhancing the Efficient Use of Energy, Granting Incentives to Energy Efficiency and Conservation Projects, and for other Purposes” or the Energy Efficiency and Conservation Act of 2017.

Ablaza confirmed his acceptance of the invitation in his capacity as PE2 president. He is expected to support the Senate panel of the Committee, on the two versions of the EE&C bill, especially for the section on fiscal incentives for EE&C projects.

In its latest position letter of 6 December 2018, PE2 explained that the Bicameral Conference Committee may need to cause minor adjustments in Section 20 to ensure that provision on fiscal incentives are enforceable, regardless of the timing of the passage of the TRAIN Package 2 bill. PE2 recommends that the language of Section 20 in HB 8629 be basically preserved, except for minor revisions that would enable the granting of fiscal incentives even before TRAIN Package 2 becomes a law.

The Bicameral Conference Committee is expected to incorporate the outputs, findings and recommendations arising from the Senate COE meetings with PE2, the Department of Finance and the Board of Investments held just before the week that the 17th Congress resumes sessions after the Christmas break.
